We aim at a well-defined, comprehensive framework for integrated Human Resource and Skill Management, comprising a conceptual frame, well-defined, coordinated, reference business processes, and a thorough software support. Technologically, an integrated Personnel Evolution solution is based upon (i) an HR-Data Warehouse that integrates data from legacy systems, (ii) an ontology-based employee skill database, as well as (iii) application modules, e.g. for “Project Team Building”, for “Succession Planning”, or for “Training Need Assessment and Training Planning”. While (i) and (ii) have already been described elsewhere, in this paper, we discuss the ontology-based implementation of Project Team Building. To this end, we mainly settle upon similarity measures for skill-profile matching.
