Abstract

In order to better understand the real impact of TCAs on national industrial relations it is necessary to investigate whether TCAs have been implemented at national level and, if yes, in which way the implementation took place. In this contribution we will analyze the implementation of the Global Labour Charter which was signed in 2009 at the Volkswagen Group. The case study suggests, that what matters is the active involvement of the various actors at the different levels. On the one hand, the signatories to the agreement play of course an important role, but, on the other hand, the effective implementation of the agreement also requires the commitment of the local management and employee representatives. This article draws on interviews with managers and worker representatives directly involved in the implementation of the transnational company agreement at Volkswagen.
