                 approach based on a novel feature-learning algorithm.
                 Unlike current research for fingerprint classification
                 that generally uses well defined meaningful features,
                 our approach is based on Genetic Programming (GP),
                 which learns to discover composite operators and
                 features that are evolved from combinations of
                 primitive image processing operations. Our experimental
                 results show that our approach can find good composite
                 operators to effectively extract useful features. Using
                 a Bayesian classifier, without rejecting any
                 fingerprints from the NIST-4 database, the correct
                 rates for 4- and 5-class classification are 93.3percent
                 and 91.6percent, respectively, which compare favourably
                 with other published research and are one of the best

Currently, the privacy protections in the United States are riddled with gaps and weak spots. Although most industrialized nations have comprehensive data protection laws, the United States has maintained a sectoral approach where certain industries are covered and others are not. In particular, emerging companies known as &#034;commercial data brokers&#034; have frequently slipped through the cracks of U.S. privacy law. In this article, the authors propose a Model Privacy Regime to address the problems in the privacy protection in the United States, with a particular focus on commercial data brokers. Since the United States is unlikely to shift radically from its sectoral approach to a comprehensive data protection regime, the Model Regime aims to patch up the holes in existing privacy regulation and improve and extend it. In other words, the goal of the Model Regime is to build upon the existing foundation of U.S. privacy law, not to propose an alternative foundation. The authors believe that the sectoral approach in the United States can be improved by applying the Fair Information Practices - principles that require the entities that collect personal data to extend certain rights to data subjects. The Fair Information Practices are very general principles, and they are often spoken about in a rather abstract manner. The adequacy of the answers was determined by the 2 physician searchers, and an arbitration panel of 3 family physicians was used if there was disagreement.   * DATA SOURCE We identified 38 databases through nominations from national groups of family physicians, medical informaticians, and medical librarians; 14 of these databases met predetermined eligibility criteria.  * OUTCOME MEASURED The primary outcome was the proportion of questions adequately answered by each database and by combinations of databases. We also measured mean and median times to obtain adequate answers for individual databases.  * RESULTS The agreement between family physician searchers regarding the adequacy of answers was excellent ([kappa]=0.94). Five individual databases (STAT!Ref, MDConsult, DynaMed, MAXX, and MDChoice.com) answered at least half of the clinical questions. Some combinations of databases answered 75% or more. The average time to obtain an adequate answer ranged from 2.4 to 6.5 minutes.  * CONCLUSIONS Several current electronic medical databases could answer most of a group of 20 clinical questions derived from family physicians during office practice. They are coupled by a GUI (graphical user interface) which links crop simulation models in DSSAT and AGROSYS. This prototype runs on Microsoft Windows 95 with Access Version 7.0 or later. AGROSYS is a structured information system, which gives the user access to both data and information on many different agrobiological subjects. This information has been collected from literature reviews (including DSSAT manuals), field experimentation and the contributions of experts in many different areas.
