The results were presented to a group of expert peers drawn from the economics groups studied. The Thomson-ISI measures rely on identifying a core set of journals in which the major publications for a discipline are to be found. The core for a discipline is determined by applying a nontransparent process that is partly based on Bradford’s Law (1934). Yet Bradford was not seeking measures about quality of publications or journals. How valid then is it to base measures of publication quality on Bradford’s Law? We explore this by returning to Bradford’s Law and subsequent related research asking ‘what is Bradford’s Law really about?’ We go further, and ask ‘does Bradford’s Law apply in Information Systems?’ We use data from John Lamp’s internationally respected Index of Information Systems Journals to explore the latter question. We have found that Information Systems may have a core of journals only a subset of which is also in the list of Thomson-ISI journals. The serious limitations of peer review for this purpose, especially in education, are outlined before discussing the place of peer review publication in the construction of a vigorously critical community of researchers and scholars. It is concluded that quality is both constructed and checked by this community and that there are indications that the scholarly community in education may be less instinctively critical than that in other academic domains. The solution offered is 'scientific research'. This article presents critiques of the core assumptions of the scientific research as secure argument. These assumptions include: a misleading metaphorical conflation of education and medicine; an equating of 'scientific' with 'empirical' or 'rigorous'; a linear understanding of the relationship of research to practice; a parochialism that ignores research from other countries; a confusion of research quality with utility; and a naive belief in progress—'better living (and learning) through science'. However, developments in science and society are changing quality control into quality monitoring. New, virtual, and fluid organizational forms are emerging. Common boundaries are seen as being broken down as, for example, in the "triple helix" and the "mode 2" concepts. The stakeholders in science are showing an interest in being more involved in science. They want their evaluation criteria to be used, and they want evaluations to be done on a regular basis because they do not trust the new scientific institutions to be left on their own. Quality monitoring changes the requirements for conducting evaluations as part of quality control. Assessing the societal value of research becomes increasingly important. A short discussion of established methods by science indicators as well as by peer review compiles merits and shortcomings of these methods. A short review refers to a few approaches towards the development of criteria for an improved assessment and characterization of research work and their shortcomings are discussed. Notably for the evaluation of medium or low range quality no reliable method is available. Therefore a systematic compilation of criteria which covers the full range of excellence to failure with respect to scientific quality is developed and a comprehensive list of criteria is presented which should provide a basis both for objective and adequate characterization of publications.
