	well covered by the present IEC standards. The uncertainty increases
	rapidly and for very low frequencies it goes toward infinity. This
	paper approaches this issue and presents a unique way to verifying
	and calibrating the low-frequency response of measurement microphones.
	Using a small isolated calibration volume and applying a constant
	force to a large piston inside this volume, you obtain a direct proportional
	relation between force and sound pressure, allowing calibration of

	road traffic noise and annoyance with special reference to the number
	of noisy events. Each noise condition lasted 30 minutes and consisted
	of pink noise which was shaped with respect to frequency and time
	in order to simulate cars and trucks passing by on a nearby road.
	The noise levels of the stimuli, measured as Leq, were within the
	range 40 to 70 dB(A). Subjects were exposed to each noise condition
	in groups of five, after which their reactions were assessed by using
	a questionnaire. Annoyance was found to be highly correlated with
	the noise level measured as Leq or LNP. Various time-derivative-based
	annoyance prediction methods were also used, and some of them yielded
	promising results. There are indications, however, that the time-derivative-based
	methods suffer from a major drawback. When the results from this
	experiment are combined with those from previous investigations,
	some light is thrown on the possibility of improving Leq as a general

	requirements for dwellings. The requirements are expressed by descriptors
	defined in standards. Within building acoustics, ISO standards are
	implemented as European (EN) standards and national standards.Sufficient
	sound insulation between dwellings is important to protect against
	noise from neighbours and to provide privacy and possibilities for
	activities without causing annoyance. In 2008 a comparative study
	investigating the legal requirements for sound insulation between
	dwellings was carried out. This paper is a result of that study and
	describes and discusses the main requirements for airborne and impact
	sound insulation in 24 countries in Europe. The comparison shows
	considerable differences in terms of descriptors, frequency range
	and level of requirements.It is concluded that regulatory sound insulation
	requirements need tightening in some countries. As a starting point
	for further discussion, suggestions for airborne and impact sound
	insulation criteria providing “standard” and “increased” comfort
	are given. While tightening regulations implies a growing need for
	exchange of information and experience, the diversity in Europe creates
	difficulties for efficient cooperation, and harmonization of descriptors
	is needed. The benefits of harmonizing descriptors include facilitating
	the exchange of construction data, design details and development
	of design tools. Based on experience, legal requirements and classification
	criteria could be adjusted and optimized.It is proposed to establish
	cooperation in Europe and to prepare an “acoustical” housing directive
	with a related strategy paper “Research for quieter European homes
	in 2020” in the same way as with European initiatives for environmental
	noise. The noise issue has also received increasing attention from
	WHO. In a large analysis of European housing coordinated by WHO,
	neighbour noise was identified as a health problem, and reduction
	of noise exposure in the home was included in the proposed main objectives
	for a housing policy.This paper is one of two related papers about
	sound insulation of dwellings, dealing with requirements and descriptors
	in building regulations in Europe. This paper focuses on requirements,
	the other paper, [1], focuses on descriptors for requirements, including
	suitability considerations, one of them being the correlation with

Hereby a stationary exceedance distribution can be maintained within each season. This type of seasonal models may, however, not be suitable for prediction purposes due to the large number of parameters required. In the particular case with exponentially distributed exceedances and Poissonian occurrence times the precision of the T year event estimator has been thoroughly examined considering both seasonal and nonseasonal models. The two-seasonal probability density function of the T year event estimator has been deduced and used in the assessment of the precision of approximate moments. The nonseasonal approach covered both a total omission of seasonality by pooling data from different flood seasons and a discarding of nonsignificant season(s) before the analysis of extremes. Mean square error approximations (bias second order, variance first and second order) were employed as measures for prediction uncertainty. Estimators for the parameters are presented using estimation by both method of moments and probability-weighted moments. The corresponding estimators for the T-year event are given and approximate expressions for bias and variance of the estimators are derived in both cases. Using the mean square error of the T-year event estimator as a performance index it is shown that the method of moments is preferable to the probability-weighted moments. Maintaining the generalized Pareto distribution as the parent exceedance distribution the T-year event is estimated assuming the exceedances to be exponentially distributed. For moderately long-tailed exceedance distributions and small to moderate sample sizes it is found, by comparing mean square errors of the T-year event estimators, that the exponential distribution is preferable to the correct generalized Pareto distribution despite the introduced model error and despite a possible rejection of the exponential hypothesis by a test of significance.
