Public policy and the growth of private higher education in Thailand

Abstract

The article explores the factors that contribute to the growth of private higher education in Thailand. It notes that only public universities were permitted in Thailand during the first half of the 20th century, however the private sector became formalized because of exceeding demand for higher education that public universities could not accommodate. It mentions that the growth of Thai private higher education during the 1990s to early 2000s is attributed to the political economic events including the 1992 coup d' état, the 1995 election, and the 1997 Asian economic crisis. It discusses two government policies, such as the Private Higher Education Act and student loans, which facilitated private growth in the country's higher education sector.
