Developing And Implementing Citizen-initiated Services

Abstract

Most citizen participation concepts in city administrations are not sufficiently developed and stop at the idea phase of service engineering, which leads to challenges for administrations. However, top-down approaches of the government fail because citizens do not accept the invitation to participate and bottom-up approaches of citizen initiatives claim the attention and support of administrations. To counteract this, citizens are involved as experts of their everyday life. Following design science research, we iteratively build the “digitalization street”, which is a portal that systematically guides the citizens through the development of own services. For a formative and artificial evaluation, we used a framework with a human risk and effectiveness strategy. Thus, we contribute to the existing body of knowledge by systematically reconditioned knowledge about citizen sensing and we exhibit requirements for guidelines concerning how citizens can develop own services that can be implemented in the city administrations.
