Dual privatization in Georgian higher education

Abstract

Since 1989, extensive privatization of the previously public higher education system has been occurring in post-communist Georgia. This privatization is remarkable due to the absence of a tradition of private higher education in Georgia, the comparatively large share of total enrollments held by private institutions, and the relatively vigorous privatization of public education funding. A report on the establishment of private higher education and public sector privatization in Georgia is provided.
