In some cases, such as Spain, regional languages have emerged from years of repression or neglect to achieve official recognition and legal status. Arguably, in such cases an infrastructure already exists of fluent speakers, written sources, an agreed grammar, and quite possibly qualified teachers, which may be used in order to implement national or regional government strategies. The success of seeing language reforms through rests on the level of popular response, as has been seen with the reintroduction of Welsh as a language of habitual use and first recourse. A common phenomenon worldwide, however, is for countries to receive an influx of native speakers of a particular language impelled by economic or political crisis in their country of origin. This may imply a larger intake of people than had previously been the norm, placing unexpected additional pressures on social services, local government and legal systems. %Z Language: eng
