Carter, deputy inspector general in the U.S. Education Department, for lawmakers to take precautionary measures in eliminating rules from the Higher Education Act concerning the participation of for-profit colleges in federal student-aid programs in the U.S. Provisions of the bill; Argument between critics and advocates of the colleges over a bill provision; Class action lawsuits against some for-profit colleges in relation to the student-aid programs.
