Anne Longfield, the Children’s Commissioner for England, is today publishing a new report, ‘Far less than they deserve: Children with learning disabilities or autism living in mental health hospitals’. The report shows how too many children are being admitted to secure hospitals unnecessarily – in some cases are spending months and years of their childhood in institutions when they should be in their community. It warns that the current system of support for those with learning disabilities or autism is letting down some of the most vulnerable children in the country.
Open access. The move to community support for all people with intellectual disabilities is an aspiration with international significance. In this article, we draw on rich accounts from women with intellectual disabilities detained under the Mental Health Act (E&W) 1983 and staff at an National Health Service secure setting in England to explore how “moving on” is defined and perceived.

Learning disability services must include the people who use them (individuals and their families/carers) in service commissioning, planning and delivery (Department of Health 2012. The newly designed service now offers two different pathways dependant on the need of the child to ensure the most appropriate support is given at the right time. Formerly the service focussed primarily on children with learning disabilities but now a second pathway has been introduced that has a key focus on providing the early intervention support both children and families need, where the child has global delay development difficulties such as learning to walk or talk and movement skills, or autism or a learning disability. The service will work with families to help them to better understand and manage their child’s condition.
At Mersey Care a team works closely with the police and other partners to divert vulnerable people away from the courts and prison and give them the help they need to live ordinary lives.
People with intellectual disability experience high rates of mental ill health but multiple barriers to access to quality mental health care. One significant barrier to access is a generalist mental health workforce that lacks capacity, and consensus on what constitutes core workforce competencies in this area. As such, the first step in developing a comprehensive strategy that addresses these barriers is to define the core mental health workforce attributes. Open access. NHS England recently published a national plan to develop community services for people with intellectual disabilities and autism who display challenging behaviour by using resources from the closure of a large number of hospital beds. An ambitious timescale has been set to implement this plan. The bed closure programme is moving ahead rapidly, but there has been little progress in developing community services to support it. This paper discusses the impact of the gap between policy and practice on the care and safety of patients with intellectual disabilities and forensic needs who form a distinct subgroup of the target population and are being disproportionately affected by this government policy.
