Im Rahmen einer Diskussionsveranstaltung der FDP-Bundestagsfraktion zum Thema „Urheberrechte im Netz stärken“ (PDF der Einladung) durfte ich heute mit Dr. Bernhard von Becker vom C.H. Beck Verlag über das Wissenschaftsurheberrecht streiten. Im Folgenden das Manuskript meines Eingangsstatements.
Die stellvertretenden Fraktionsvorsitzenden Michael Kretschmer und Günter Krings haben ein Diskussionspapier der CDU/CSU-Bundestagsfraktion zum Urheberrecht vorgestellt, das jetzt in den Gremien der Fraktion diskutiert wird.
Die eigentlichen Verlierer des Urheberrechts sind nicht die KünsterInnen und Verleger, sondern die lobbyarmen bzw. nicht lobby-agressiven Bereiche von Bildung und Wissenschaft. Dabei könnte es so einfach sein. Es reichte ein Satz: Publizierte Information ist für Bildung und Wissenschaft im Rahmen ihrer Aufgaben ohne jede weitere Einschränkung genehmigungsfrei nutzbar.
