The article discusses the basic principles and analytical methods in the development of state policies for private education in China. The government should formulate high level policies for private education and attend to the choice, efficiency and equity of education if the public policy would cause a positive impact on private education. In formulating policies, the requirements and the interests of those being educated should be given first consideration. The government should use governance as a policy tool in conducting effective regulation and intervention for the private education system.
