Digital empowerment enables digital participants to make maximum use of the potentials of information technologies. Digital empowerment largely involves creating a culture that supports and thrives on rapid innovation. It is critical in a knowledge society and economy. It requires openness, freedom, and democracy for furthering the progress towards a knowledge society. It is a necessity for any country that wants its citizens to participate in the global economy.
