The population in this research are employees in the Jember Regency Regional Government. The sampling method in this research was a questionnaire distributed to employees in the Jember Regency Regional Government. 5 hypotheses were tested on whether financial literacy and attitudes could influence financial managers through the locus of control. Smart PLS was used to test the hypothesis of this research. This research shows a direct influence between financial literacy and financial attitudes on the behavior of financial managers. Apart from that, financial literacy and attitudes indirectly influence financial managers behavior through the locus of control.
