In developing new programmes or strengthening existing ones all available data should be used to the greatest extent possible. Programmes should also be set up in the most cost-effective way possible, taking into account socio-economic and policy considerations. In view of the rapid evolvement of science and technology in this and related areas the guidance should be regarded as a working document to be tested and revised based on experience.
