Abstract
The article discusses the study "Survey of Reissues of U.S. Recordings," conducted by Tim Brooks and Steven Smolian. The study found that the sound recordings created between 1890 and 1964 are inaccessible to scholars, collectors and the general public for non-commercial purposes. Two factors make this possible: obsolescent technologies and copyright laws. The study was commissioned by the Library of Congress' National Recording and Preservation Board and supervised by the Council of Library and Information Resources.
