Poverty is a complex and multidimensional social phenomenon. Researchers
and policymakers in this field are very concerned about the effectiveness
of public policies implemented to reduce the incidence of poverty.
In other words, even when poor people are the center of the service
provision created by those policies, in general, they fail. Digital
inclusion is one of those policies, related to education. The use
of open source software by government increases the range of the
programs of digital inclusion policies. Two different analytical
approaches may be followed: i) the economic impact of open source
software; and ii) if inclusion policies have a positive effect on
poverty and, if this is true, if there may be other policies to increase
digital inclusion. This paper follows this second approach and analyzes
the relationships between educational level, income and communication
infrastructure for the use of personal domestic computers (as a proxy
of digital inclusion) in the municipalities of the state of Minas
Gerais
