It analyzes Busan’s diverse topography, including rivers, mountains, and coastlines, and its strategic importance as a major economic port hub in Northeast Asia against the backdrop of its colonial, post-war, and industrial past. Using international and local examples, this study describes the institutional, fiscal, and zoning mechanisms that facilitate urban revitalization. It also evaluates the effectiveness and limitations of the existing zoning regulations for safeguarding historic sites and ecosystems. Current urban planning policies in Busan face challenges, such as outdated regulations, limited developable land, and a lack of transparency and public participation. To address these issues, this study proposes inventive solutions for a greener, more resilient, and more equitable future for Busan by drawing on insights from innovative zoning mechanisms in cities like New York City, Singapore, Jeddah, and Barcelona.
