Abstract
The report aims to provide guidance on setting up and deliver an energy services company (ESCO) in London, with specific reference to the four pilot Energy Action Areas (EAAs). Part 1 considers ESCO models operating in the Greater London area, elsewhere in the UK and internationally and seeks to draw conclusions as to the benefits and drawbacks of these models. Part 2 considers the legislative and regulatory framework relevant to the anticipated activities of the pilot EAAs.
