Abstract
The article examines higher education developments in China and India as examples of two of the new economies that are at different stages in the expansion of their higher education systems. The similarities and differences in policies are explored. Reference is also made to developments in three other countries on the Indian subcontinent. Three cross-cutting themes are identified as being central to the future: how expansion in higher education will be funded; what is the proper role of the private sector and how it should work in partnership with the state; and the challenges of maintaining quality and relevance during a period of expansion.
