An evaluation process was necessitated by a mandate from the board of trustees for the implementation of a merit pay compensation structure. Executive Position Paper I presents a review of the literature on administrator evaluation. This review includes the purposes, criteria, and methods utilized for the evaluation of administrators. The literature review also considers who should evaluate administrators, assessment of evaluation processes, and issues to be addressed in planning and implementing an evaluation process. Executive Position Paper II provides a study of the administrator evaluation practices at comparable institutions in the Middle States Association. A content analysis was performed on administrator evaluation documents and appraisal instruments obtained from a sample of institutions to determine the purposes, criteria, and methods utilized to evaluate administrators. Follow-up interviews were conducted with three institutions to explore the actual effectiveness of existing administrator evaluation processes. Executive Position Paper III presents an evaluation model that provides a formal mechanism to make personnel and merit pay decisions based on administrator performance. A management-by-objectives process is proposed. Job- and results-oriented evaluation criteria are suggested which are specific to the job responsibilities of the administrator and formulated by the supervisor and administrator in advance of the appraisal period. In addition, a timetable for the process is suggested with assessment procedures to determine the impact of the evaluation process in improving institutional performance. The proposed model may be applicable to comparably-sized institutions seeking to implement or upgrade an administrator evaluation program.
