Working Group on Functional Requirements and Numbering of Authority Records (FRANAR)
Scope
The Working Group on Functional Requirements and Numbering of Authority Records (FRANAR) was established in April 1999 by the IFLA Division of Bibliographic Control and the IFLA Universal Bibliographic Control and International MARC Programme (UBCIM). Following the end of the UBCIM Programme in 2003, the IFLA-CDNL Alliance for Bibliographic Standards (ICABS) took over joint responsibility for the FRANAR Working Group with the British Library as the responsible body.
The Working Group is charged by the IFLA Division IV:
* To define functional requirements of authority records
* To study the feasibility of an International Standard Authority Data Number
* To serve as the official IFLA liaison to and work with other interested groups concerning authority files.

This project on the textual hand-with-pointing-finger symbol--what I will call the "manicule" for reasons to be explored below--grows out of a book-in-progress called Used Books: Reading Renaissance Marginalia, which is the product of my long-standing interest in the marks that readers make in books, particularly during the first century or two after the invention of printing.

In my mind, ArXiv is the best example of using the internet to tear down some very counter-productive walls. ArXiv postings have essentially replaced print journals as the place physicists and mathematicians go to catch up on the most current work in their fields. More importantly, papers posted there are available to anyone willing to download a PDF. (...) Meanwhile, nothing similar exists for Humanities, and the most current research in fields like Classics languishes behind online paywalls.

This resource, updated to reflect the MLA Handbook for Writers of Research Papers (7th ed.) and the MLA Style Manual and Guide to Scholarly Publishing (3rd ed.), offers examples for the general format of MLA research papers, in-text citations, endnotes/footnotes, and the Works Cited page. Note: MLA has recently released the eighth edition of its handbook. See our page on the major changes in the new edition. We will replace our current MLA resources with resources on the eighth edition in early June 2016.

When people speak of open source software they are referring to computer code - programs that run. But code is only the final step in the information technology process. Prior to writing code the information technology professional must do analysis to determine the nature of the problem to be solved and the best way to solve it. When software projects fail, the failure is more often than not attributable to shortcomings in the planning and analysis phase rather than in the coding itself. Open source software provides some particular challenges for planning since the code itself will be worked on by different programmers and will evolve over time. The success of an open source project will clearly depend on the clarity of the shared vision of the goals of the software and some strong definitions of basic functions and how they will work. This all-important work of defining often takes place through standards and the development of standards that everyone can use has become a movement in itself: open standards.
This list provides a quick overview of the landscape of open-source bibliographic software; both where is has been, but more importantly, where it may yet go.
The ONIX for Books Product Information Message is the
international standard for representing and communicating book
industry product information in electronic form.
ONIX for Serials is a family of XML formats for communicating
information about serial products and subscription information,
using the design principles and many of the elements defined in
ONIX for Books.
