New rules on public access to EU documents have prompted one of the European Commission's key departments to circulate a memo warning officials to be careful about what they write in emails and advising them on how to narrowly interpret requests for information.
The 15-page handbook was circulated in January to officials working in the commission directorate for trade, one of the EU's most important policy areas affecting millions of people both within and beyond the bloc.

Heide Rühle, binnenmarktpolitische Sprecherin der Grünen im Europäischen Parlament, hatte in ihrer Anfrage auf zwei Regelungen einer EU-Richtlinie abgehoben. Diese sehen den Ausschluss von Bewerbern an Ausschreibungen vor, deren berufliche Zuverlässigkeit aufgrund eines rechtskräftigen Urteils in Frage gestellt ist oder die im Rahmen ihrer beruflichen Tätigkeit eine schwere Verfehlung begangen haben.
Die britische Bürgerrechtsorganisation Statewatch beklagt, dass die EU-Kommission die Räder bei der Informationsfreiheit zurückdrehen will. Der zivilgesellschaftlichen Organisation ist ein Entwurf zur Novelle der seit 2001 bestehenden TML Regelungen zur Akteneinsicht vorab in die Hände gefallen. Laut dem Papier (PDF-Datei), das am morgigen Mittwoch von der Kommission offiziell verabschiedet werden soll, bestünde ein Zugangsrecht nur noch zu Gesetzesentwürfen. Hunderttausende andere von der Kommission selbst oder vom EU-Rat produzierten oder in Empfang genommenen Dokumente müssten laut der Statewatch-Analyse (PFD-Datei) nicht mehr auf Anfrage herausgegeben werden.
