Bei der EU-Ratssitzung soll es wohl vor allem um zwei formale Fragen zu CETA gehen: (a) ist CETA ein „reines EU-Abkommen“ oder ein „gemischtes Abkommen“?, (b) soll CETA zur „vorläufigen Anwendung“ gebracht werden? Diese beiden Fragen hängen formal eng zusammen.
Der Investorenschutz gehört zu den umstrittensten Kapiteln in den Freihandelsabkommen Ceta und TTIP. Kanada hat jetzt Reformvorschläge der EU-Kommission akzeptiert.
Im Streit um TTIP hat Wirtschaftsminister Gabriel eine Alternative zu den umstrittenen Schiedsstellen erarbeiten lassen. Eigens für TTIP soll ein Gerichtshof gegründet werden, heißt es in einem Konzept Gabriels. EU und USA sollen dafür unabhängige Richter ernennen.
Das Thema polarisiert - auch weil die öffentliche Diskussion nicht differenziert genug ist. Die TTIP-Kritiker hatten lange Zeit leichtes Spiel, jetzt aber muss sich das Blatt wenden.
Ausländische Konzerne sollen im Rahmen von TTIP besondere Klagerechte erhalten – so will es die EU. Nur jetzt ist Brüssel selbst Opfer eines solchen Verfahrens geworden.
EU-Gipfel beschließt verstärkte Kommunikation der Vorteile von TTIP, doch auch Befürworter gehen davon aus, dass dieses Abkommen 2015 nicht fertig wird.
Die Verhandlungen über ein Freihandelsabkommen zwischen der EU und Kanada (CETA) sind eigentlich abgeschlossen. Weil sich Bundeswirtschaftsminister Sigmar Gabriel bei dem Thema Investitionsschutz querstellt, will die neue EU-Handelskommissarin Cecilia Malmström nun jedoch Änderungen vornehmen. Auch beim US-Pendant TTIP wackeln die Klauseln.
Es sah zunächst nach einem klaren Richtungswechsel aus: Gegenüber EU-Parlamentariern hatte die designierte Handelskommissarin Malmström eine wesentliche Kursänderung beim Freihandelsabkommen TTIP in Aussicht gestellt. Nun rudert Malmström zurück.
