Kritiker sahen eine Hauptaufgabe darin zu verhindern, dass die Entscheidung des Parlaments durch eine vorläufige Anwendung vorweggenommen wird. Sie müssen sich wohl umorientieren, denn die Kommission kommt mit einer neuen Strategie.
