The integration of different wireless transmission technologies
provides several opportunities to perform load control and to optimize
the Quality of Experience (QoE) of the end user. However, several
problems occur when integrating these technologies. Each technology has
its strengths and weaknesses in certain areas and several different
approaches have to be applied to measure the performance. The
contribution of this work is a proposal of a combined WLAN-UMTS
network. We introduce three different policies on which we base the
vertical handover decision, the load in the cell, Quality of Service
(QoS) constraints, and user mobility. Simulation results illustrate how
the policies are applied.
