In addition to defining classes and instances declaratively, DAML+OIL and other description-logics languages let us create intensional class definitions using Boolean expressions and specify necessary, or necessary and sufficient, conditions for class membership. the question is really, do all languages have the same fundamental concepts, such as class, relation, property.... or at least, only slight differences (e.g. topic maps don't support instances, so this is easy to map.) Piotr's approach was to say that these models are fundamentally different, so we need a formal translation mechanism.
