Wissenschaftseinrichtungen wollen bestehende Fachzeitschriften umwandeln, um einen offenen Zugang zu Forschungsergebnissen zu erreichen. 30 internationale Einrichtungen haben heute eine Absichtserklärung und weitere Pläne für eine Umstellung auf Open Access veröffentlicht.
Im Ergebnis wird das Projekt darüber Aufschluss geben, inwieweit die Bereitstellung öffentlicher Güter noch durch öffentliche Beschäftigte als besondere Beschäftigtengruppe erfolgt und dem Staat als Arbeitgeber (weiterhin) eine sozialintegrative und normative Vorbildfunktion zukommt.
