Abstract

The article reports on the impact of the estimated 124 million Chinese that will enter higher education by 2008 on universities according to data from the Ministry of Education. About 550 billion yuan is needed to respond to the education demand. The priority of the government is primary education in rural areas. Private participation is essential to the development of higher education. Insufficient public input is the major impediment to the development.
