Yet today there is no single universally agreed definition of OA. Not only is this unsatisfactory, but it is allowing opponents and foot-draggers to dilute OA's purpose. What the OA movement needs, suggests Richard Poynder, is a canonical definition of OA and an official organisation charged with overseeing and certifying OA initiatives.
