Corrections education: Developing an educational program for North Carolina's first medium security private prison

Abstract

The purpose of this study was to gather information relevant to initiating a corrections education program in a private prison. Privatization of prison is a new venture for North Carolina, and providing an education program in a prison is a new venture for Pamlico Community College. Starting virtually from a blank slate, the college needed to learn what kinds of programs were appropriate for the prison environment and what would be entailed in developing and implementing them. The study begins with a focus on the historical development of prisons, privatization, and corrections education. Differing ideologies are seen as influencing factors in the historical cycles of development. Privatization of prisons is shown to be a hotly debated issue. Qualitative research methods were employed using the constant comparative approach which is applicable to a multiple-site, participant observation study. Data collection consisted of document analysis, on-site observations, and interviews. Issues of validity were addressed through triangulation of data. Visits to four institutions revealed a variety of educational programs at work. Limitations of prison education programming were discovered, different interpretations of guidelines were noted, and basic similarities of experience, philosophy, and recommendations from the various institutions were taken into consideration in developing a plan for the new prison. The findings of the study illuminated issues having an impact on prison education programs. About fifty percent of all inmates entering prison have less than a high school diploma and many cannot read. About twenty-five percent of inmates are assumed to be able to benefit from vocational programs, and a smaller percentage are eligible for higher education. Limitations on programming are imposed by inmates' mobility, sentencing, and the security level of the prison. Recommendations: Specific criteria should be determined to measure the success of a program and show how inmates benefit from the training. A study should be conducted to show the correlation between effectiveness of prison programs and ideological differences of authorities. States developing contracts with private corporations should be clear in identifying costs and expectations. A definitive study should be conducted to compare the actual cost and quality of private versus public prisons.
