Seit Jahren kämpfen die deutschen Presseverlage mit allen Mitteln für ein eigenes Leistungsschutzrecht. Es war nicht leicht, sich eine weitere Eskalation der Debatte vorzustellen. Aber jetzt bekommt die Kampagne doch noch eine neue Qualität. Nun zieht ein Kriegsreporter in den Kampf.
Der EU-Rat hat sich auf einen gemeinsamen Kurs für eine neue Urheberrechtsrichtlinie verständigt. Online-Plattformen müssen demnach in der Regel die Uploads von Nutzern überwachen. Zudem solle eine "Google-Steuer" kommen.
Bei den langwierigen Verhandlungen über ein neues Urheberrecht gibt es nun eine gemeinsame Verhandlungsposition des Rates. Darin stellten sich die Staaten hinter zwei umstrittene Vorschläge. Deutschland sagte Ja, obwohl von den Regierungsparteien zuvor andere Botschaften kamen.
Nach zweifelhaften Reformvorschlägen der EU-Kommission zum Urheberrecht ist jetzt das Parlament am Zug. Therese Comodini, die konservative Berichterstatterin des Parlaments hat jetzt einen Gegenentwurf vorgelegt, der die größten Probleme des Kommissionspapiers entschärft. Beherzte Schritte in Richtung Harmonisierung und digitaler Binnenmarkt fehlen jedoch.
Die Berichterstatterin für den Vorschlag der EU-Kommission zur Copyright-Reform im EU-Parlament, Therese Comodini Cachia, will Presseverlagen eine Vollmacht geben, Rechte auch im Namen von Autoren einzuklagen.
