Die deutschen Bibliotheken spielen sich auf der Bühne als Anwälte des frei zugänglichen wissenschaftlichen Wissens im Interesse ihrer Benutzer auf, aber hinter den Kulissen agieren sie gegen Open Access (OA), wenn ihre eigenen Interessen tangiert sind, oder sie ignorieren die Bedürfnisse ihrer Kunden.
In diese Liste werden digitale Sammlungen aufgenommen, die mindestens ein gemeinfreies deutschsprachiges gedrucktes Buch in Form eines Scans (Digitalisats) zur Verfügung stellen, also als Quelle für Wikisource in Betracht kommen.
Getragen vom sanften Druck der DFG, die ihre Förderung vom Nachweis in dem Portal abhängig machen wird, und der Einsicht, dass nur der Nachweis in einem zentralen Portal mit konsistenten Metadaten auch die Sichtbarkeit der mit viel Aufwand erstellten Digitalisate gewährleistet, wird dem Verzeichnis bald einen Status geben, der den Vergleich mit anderen europäischen und außereuropäischen Portalen, wie Gallica oder Making of America nicht zu scheuen braucht.
