Der OECD-Bildungsbericht rügt die deutsche Bildungspolitik mit einer negativen Bilanz. Jeder fünfte deutsche Jugendliche erreiche nicht das Bildungsniveau seiner Eltern, "Abwärtsmobilität" nennt sich das. Doch Kritiker lenken ein - schließlich könne man nicht Äpfel mit Birnen vergleichen.
