Der Bundestag hat mit schwarz-gelber Mehrheit Initiativen von Linken und Grünen abgewiesen, mit denen verwaiste Werke besser erschlossen sowie das Open-Access-Prinzip und die Vertragsrechte von Autoren gestärkt werden sollten.
Das Parlament hat die Bundesregierung aufgefordert, den gewerblichen Rechtsschutz für Computerprogramme "effektiv zu begrenzen". Es müsse gewährleistet sein, dass Software weitgehend nur urheberrechtlich geschützt werde.
Zur Anhörung im Rechtsausschuss des Bundestags war kein Vertreter einer Suchmaschine geladen worden, eine Liveübertragung wurde vom Vorsitzenden Siegfried Kauder abgelehnt
Mit dem Schutzrecht für Presseverlage drohten jahrelange Gerichtsauseinandersetzungen und Abmahnwellen, meint der Informationsrechtler Thomas Hoeren. Er reiht sich in die Phalanx der Kritiker ein, die vor der Anhörung im Bundestag Stellung beziehen.
Das sogenannte Leistungsschutzrecht für Presseverlage beschäftigt die deutsche Politik seit nunmehr gut vier Jahren. Jetzt nähert sich das Thema der politischen Zielgeraden im Bundestag. Am Mittwoch berät der Rechtsausschuss mit diversen Sachverständigen aus den Lagern der Kritiker wie auch der Befürworter den Gesetzentwurf der Bundesregierung.
Die Linke will das System der kollektiven Rechtewahrnehmung grundlegend modernisieren und die Stellung der Urheber im Vertragsrecht stärken. Vor allem bei Schwarz-Gelb stießen die Pläne aber auf Ablehnung.
Speziell der Bericht der taz erweckt den Eindruck, man hätte sich auf eine Neuausrichtung des Urheberrechts verständigt. Das Gegenteil ist allerdings zutreffend.
