Weil auch Terroristen das Internet benutzen, soll das Internet stärker überwacht werden. Das fordert das Büro der Vereinten Nationen für Drogen- und Verbrechensbekämpfung in einem Bericht über die Verwendung des Internets für terroristische Zwecke.
Das Gremium hat auf seinem Kongress bessere Möglichkeiten zur Strafverfolgung im Netz gefordert und sich gegen ein Recht auf anonyme Internetnutzung ausgesprochen. Auf EU-Ebene strickt das Projekt CleanIT weiter an "Upload-Filtern".
