Anders Ericson: Till skillnad från i Sverige finns det i den norska bibliotekslagen 2014 ett uppdrag till biblioteken att fungera som forum för debatt. Vad har hänt och vilket har resultatet blivit?
Biblioteket tar saka: "Aller viktigst er det at kulturminister Widvey her slår fast at «Det er biblioteksjefene selv som velger og prioriterer hvordan de vil oppnå målene i den nye formålsparagrafen … biblioteksjefen skal stå fritt til å planlegge aktiviteter ved et folkebibliotek. Bibliotekledelsen … vil innta en redaktørliknende rolle». Og: «Jeg tror det er viktig at biblioteket løfter frem temaer som engasjerer innbyggerne lokalt, for å bevare sin relevans»."
fylkebiblioteksjef i Buskerud, Trond Minken, kom på førstesida i Drammens Tidende 13. november. Drammens Tidende formidlet sist onsdag den gledelige nyheten at kommunen vil bidra til at Drammensbiblioteket kan fortsette og forsterke sin rolle som møteplass og debattarena. Da skurret det noe når sjefen for folkebiblioteket ifølge avisen sier at hun «som biblioteksjef kan ikke sette temaer som er politisk betente på agendaen» Er det ikke nettopp i egenskap av faglig ansvarlig leder at biblioteksjefen kan og skal sette vesentlige tema under debatt, politisk omstridte eller ei, slik en redaktør tar opp temaer til belysning og debatt i sin avis? Det å ta opp et tema til debatt er ikke det samme som å ta stilling i en sak.
I Kulturdepartementets pressemelding om statsbudsjettet kan vi lese at «Regjeringen foreslår å bevilge 12,1 millioner kroner til å utvikle folkebibliotekene som uavhengige møteplasser og arenaer for offentlig samtale og debatt. Dette gjør bibliotekene bedre i stand til å oppfylle formålsparagrafen i den nye bibliotekloven, som trer i kraft 1.1.2014″. Det heter videre at «Midlene disponeres av Nasjonalbiblioteket og lyses ut som prosjekt- og utviklingsmidler».
«et stort flertall av biblioteksjefene vil søke ryggdekning høyere opp i kommunen før de går i gang med et arrangement. En tredjedel vil generelt forhåndsklarere debattemaer med sin overordnede. 38 prosent vil nøye seg med å klarere kontroversielle temaer på forhånd, mens 29 prosent ikke vil forhåndsklarere temavalg».

Den US-amerikanske bibliotekforeninga ALA offentliggjorde torsdag en uttalelse om nyheten om FBIs og NSAs lagring og overvåking av all e-post, nettbruk, sosiale medier og telefonsamtaler. ALA-lederen Maureen Sullivan sier at foreninga "krever en offentlig debatt for å komme fram til en best mulig balanse mellom personvernet og behovet for å bekjempe terrorisme". Han sier videre at "det fins ikke noe bedre sted enn biblioteket - med sine mengder av informasjon og lokaler som er velegna for debatter - når det gjelder å starte diskusjoner om disse komplekse spørsmåla".
