Wer in Deutschland Steuern sparen will, muss nur ins Ausland ziehen. Deshalb sollten wir alle Bürger für steuerpflichtig erklären – egal wo sie wohnen.
Es hat einige Zeit gebraucht, bis die Bombe gezündet hat: Schon Anfang Oktober veröffentlichte der Internationale Währungsfonds (IWF) seinen globalen Steuermonitor unter dem Titel „Taxing Times“. Es dauerte seine Zeit, bis die elaborierten Inhalte durchgeackert waren. Nun ist die Aufregung umso größer - denn der IWF wird in dem Bericht in Sachen Reichensteuer mehr als deutlich.
Einem heftig im Internet herumgeposteten Essay verdanke ich den Hinweis auf einen ziemlich sensationellen Kommentar von Charles Moore, einer der großen Zentralfiguren der britischen Konservativen. Moore, Reagan-Anhänger der ersten Stunde und der offizielle Biograph von Margaret Thatcher, gesteht hier, dass er beginne, zu denken, „dass die Linke vielleicht doch Recht hat“.
Da hat mal ein Hinterbänkler der CDU, Norbert Barthle, einen Vorschlag gemacht die Steuerbelastung der höchsten Einkommen zwischen 100.000 und 250.000 Euro (als Lediger) ein klein wenig von 42 auf 45 Prozent zu erhöhen, um Steuerentlastungen für kleine und mittlere Einkommen zu finanzieren, und schon blasen die Steuersenkungsfanatiker zum Gegenangriff. "Der Staat hat kein Ausgaben-, sondern ein Einnahmenproblem", analysiert GEW-Vorsitzender Ulrich Thöne angesichts der anhaltenden Diskussion um die Finanzierung dringend notwendiger öffentlicher Ausgaben für Bildung, Arbeit, Umwelt und Soziales. Das steuerpolitische Konzept der GEW sieht eine umfassende und solidarische Reform des Steuersystems vor, die dem Staat mehr als 75 Milliarden Euro jährlich zusätzlich einbringen würde.
Der Kompromiss im US-Schuldenstreit birgt nach wie vor große ökonomische und politische Risiken für die Amerikaner. Ein Forscherteam des Bonner Instituts zur Zukunft der Arbeit (IZA) hat in einer Studie analysiert, wie sich vergangene Steuerreformen auf die Einkommensverteilung ausgewirkt haben. Das wichtigste Ergebnis: Die Steuerreformen der vergangenen 30 Jahre konnten die steigende Ungleichheit der Markteinkommen nicht ausgleichen. Die IZA-Forscher plädieren dafür, die Steuersenkungen für Reiche aus dem Jahr 2001 auslaufen zu lassen, und warnen vor einer sich weiter verschärfenden Einkommensungleichheit in Folge der angekündigten Kürzungen der Staatsausgaben.
Jürgen Stark ist als Chef-Volkswirt der EZB zurückgetreten. Warum ist das wichtig? Weil Stark die deutsche Radikal-Position des ewigen „Njet“ zu allen unorthodoxen Maßnahmen zur Eurostützung vertritt wie kein anderer: Die EZB darf bloß keine Staatspapiere aufkaufen und eine aktive Fiskalpolitik sei des Teufels.
