Ungefähr Halbzeit bei den Verhandlungen zu TTIP: Nach zehn Runden warten mindestens noch weitere zehn, heißt es in Brüssel. Doch was macht die Freihandelspläne so schwierig?
Die Bundesregierung fordert die EU-Kommission auf, ihre neue Geheimhaltung beim Freihandelsabkommen TTIP rückgängig zu machen. In einem Brief an EU-Handelskommissarin Cecilia Malmström nennt Bundeswirtschaftsminister Sigmar Gabriel (SPD) die jüngste Entscheidung der Kommission "einen sehr bedauerlichen Rückschritt" in den "gemeinsamen Bemühungen um größtmögliche Transparenz".

Erst vorige Woche war bekannt geworden, dass Malmström einen Bericht über die Verhandlung zur Verschlusssache erklären ließ.
Auch Bundeswirtschaftsminister Gabriel hatte sich darüber beschwert.
Die privaten Schiedsgerichte für die geplanten Freihandelsabkommen mit den USA und Kanada, TTIP und CETA, verstoßen gegen das Grundgesetz. Das ist das Ergebnis einer jüngsten Studie im Auftrag des Bunds für Umwelt und Naturschutz Deutschland (BUND). Erst gestern hatte EU-Handelskommissarin Cecilia Malmström Reformvorschläge vorgelegt – doch für TTIP-Kritiker geht der Vorstoß "am Problem vorbei".
Im Streit um TTIP hat Wirtschaftsminister Gabriel eine Alternative zu den umstrittenen Schiedsstellen erarbeiten lassen. Eigens für TTIP soll ein Gerichtshof gegründet werden, heißt es in einem Konzept Gabriels. EU und USA sollen dafür unabhängige Richter ernennen.
Bundeswirtschaftsminister Gabriel schlägt im Streit um das Freihandelsabkommen TTIP die Gründung eines europäisch-amerikanischen Handelsgerichtshofs vor. Ein entsprechender Vertragsentwurf liegt der SZ vor. Bislang sind für Streitigkeiten zwischen Konzernen und Staaten im Rahmen des TTIP-Abkommens ad-hoc-Schiedsstellen vorgesehen. Die Streitschlichtung durch Schiedsstellen gehört zu den umstrittensten Punkten des geplanten Freihandelsabkommens. Nicht alle EU-Staaten teilen die Skepsis gegen die Schiedsstellen. Es gibt aber Anzeichen, dass sich auch die EU-Kommission für die Schaffung eines ständigen Gerichts einsetzen könnte.
Protest auf den Straßen, drohender Stillstand im Verhandlungssaal: Bei den TTIP-Verhandlungen verschieben EU- und US-Unterhändler die heiklen Themen in die Zukunft. Der Zeitplan für das Handelsabkommen ist kaum noch einzuhalten.
Das Thema polarisiert - auch weil die öffentliche Diskussion nicht differenziert genug ist. Die TTIP-Kritiker hatten lange Zeit leichtes Spiel, jetzt aber muss sich das Blatt wenden.
Das Forum DL 21 wendet sich in einem Brief an den Parteivorsitzenden Sigmar Gabriel. In der SPD gibt es große Sorgen wegen TTIP und CETA. Linke Sozialdemokraten pochen darauf, dass ihre Partei nicht von ihrem Beschluss zu den transatlantischen Freihandelsabkommen abweicht.
