Bei dem im Januar gestarteten europäischen E-Voting-Wettbewerb sind heute zum Auftakt der Konferenz EVOTE08 in Bregenz aus insgesamt acht eingereichten Beiträgen drei Sieger gekürt worden, die zusammen das Preisgeld von 5000 Euro erhalten, das die Internet Privatstiftung Austria (ipa) zur Verfügung stellte. Die Stiftung erhofft sich davon einen Beitrag zu mehr Partizipation auf politischer Ebene. Durchgeführt wurde der Wettbewerb vom österreichischen Kompetenzzentrum für elektronische Wahlen und Partizipation (E-Voting.CC).
Begleitet vom üblichen Bitkom-Gesumm über schlimme Verzögerungen bei der elektronischen Gesundheitskarte (eGK) begann in München die von Euroforum veranstaltete Tagung zur Zukunft der Vernetzung im Gesundheitswesen recht durchwachsen. Während ein Vertreter des Gesundheitsministeriums vor allem die Mehrwertdienste lobte, die mit der neuen Karte kommen werden, lieferte ein Vertreter der Rhön Klinikum AG als Fan der Gesundheitskarte eine formidable Generalkritik der Telematik ab, die mit der eGK ins Haus steht.
Während in Ulm der 111. Ärztetag mit einer bewegenden Rede von Horst-Eberhard Richter über das Humane in der Humanmedizin eröffnet wurde, erörterten die IT-Spezialisten in München andere medizinische Themen. Zum Auftakt der zweitägigen Konferenz referierte Christoph F.J. Goetz vom Bundesgesundheitsministerium. Er lobte das eGK-Projekt als ein Unternehmen, "das weltweit seinesgleichen sucht" und betonte die Kostenminderung durch reduzierte Notarzteinsätze, Arztkontakte und Krankenhausaufenthalte, die mit der Karte möglich seien. Zu den dramatischen Effekten, die mit Einführung der Gesundheitskarte möglich werden, zählte Goetz Mehrwertdienste, die ab 2018 den weitaus größten Teil der Netzlast im kommenden Gesundheitsnetz ausmachen werden. Er zeigte eine Grafik, nach der diese Dienste im Jahr 2025 das Vierzigfache der Pflichtanwendungen und der freiwilligen Anwendungen bei der elektronischen Gesundheitskarte ausmachen werden.
Mit dem neuen Grundrecht auf "Gewährleistung der Vertraulichkeit und Integrität informationstechnischer Systeme" will das Bundesverfassungsgericht in seinem Urteil zu heimlichen Online-Durchsuchungen bestehende Schutzlücken schließen. Es setzt damit nicht nur der angegriffenen Ausforschung von IT-Systemen grundsätzlich sehr enge Grenzen. Darüber hinaus haben die Verfassungsrichter auch erstmals den Herrschaftsbereich des Nutzers über seinen informationstechnischen Gerätepark abgesteckt. Sie haben dabei klargestellt, dass in dieser privaten Datensphäre nichts verändert und nur unter sehr strengen Auflagen etwa abgehört werden darf. Das Grundrecht beschreibt einen umfassenden Systemschutz, der weit über vom User veröffentlichte Informationen hinausgeht.
Die Probleme beim Erfassen von Fingerabdrücken für die zweite Generation des biometrischen Reisepasses sind offenbar größer als selbst von Skeptikern erwartet. Zum einen würde die seit dem 1. November laufende Abnahme der hochsensiblen biometrischen Merkmale nicht durchschnittlich 2,5 Minuten dauern, wie die Bundesdruckerei GmbH behauptet habe, sagte Constanze Kurz vom Chaos Computer Club (CCC) am gestrigen Samstag auf dem 24. Chaos Communication Congress (24C3) in Berlin. Eine Mitarbeiterin des Einwohnermeldeamtes Norderstedt beispielsweise habe im Einklang mit zahlreichen weiteren Sachbearbeitern in anderen Städten angegeben, dass die Prozedur "mindestens zehn Minuten" benötige.
