Der Bundestag hat mit schwarz-gelber Mehrheit Initiativen von Linken und Grünen abgewiesen, mit denen verwaiste Werke besser erschlossen sowie das Open-Access-Prinzip und die Vertragsrechte von Autoren gestärkt werden sollten.
Das Europäische Parlament verabschiedet die lange diskutierte Richtlinie über die Nutzung »verwaister Werke«, deren Rechteinhaber trotz sorgfältiger Suche nicht aufzufinden sind.
Ein überaus restriktives Urheberrecht schadet der Verfügbarkeit von Büchern: US-Forscher kritisieren schädliche Folgen langer Schutzfristen, deutsche Bibliotheken beklagen, dass sie fast vergessene Werke kaum digitalisieren dürfen. So verschwinden Bücher, womöglich für immer.
Experten lieferten sich bei einer Anhörung im Bundestag einen Schlagabtausch zu Vorstößen der Opposition, die auf eine mehr oder weniger umfangreiche Freigabe gleichsam herrenloser Werke drängen, um den Aufbau digitaler Archive zu vereinfachen.
