Die Europäische Union wird das umstrittene Anti-Piraterie-Abkommen bei der feierlichen Unterzeichnung am Samstag in Tokio noch nicht ratifizieren. Noch hat der Rat kein grünes Licht gegeben, und auch das Parlament muss noch zustimmen.
Im Kampf gegen Filesharer und Piraten sieht die Europäische Kommission “dringenden Handlungsbedarf”. Denn heutzutage biete das Internet eine “beispiellose Zunahme der Möglichkeiten, Rechte des geistigen Eigentums zu verletzen”.
So steht es in einem Bericht (pdf) über die Durchsetzung der Rechte des geistigen Eigentums der EU-Kommission, zu dem Organisationen, Bürger und “alle interessierten Akteure” bis Ende letzten Monats Stellung nehmen konnten. Aus Brüssel können wir in den kommenden Monaten – neben der Unterzeichnung des Anti-Piraterie-Abkommens ACTA – ein Gesamtpaket zum geistigen Eigentum erwarten. Die Vorschläge der Kommission werden für den 5. Mai erwartet.

Gesetzesvorlagen wie ACTA behaupten, sie wollten Urheber schützen, dabei geht es nur um antiquierte Geschäftsmodelle. Das erinnert stark an die „Locomotive Acts“ im Großbritannien des späten 19. Jahrhunderts – und könnte doch viel mehr Schaden anrichten.

Im vergangenen Jahr haben die USA und Japan eine neue Initiative zur weiteren Verschärfung des Schutzes für Immaterialgüterrechte gestartet. Diese Woche finden in Genf hinter verschlossenen Türen Verhandlungen über ACTA zwischen den USA, Japan, der EU und einigen weiteren Staaten statt. Googles oberstem Urheberrechtsspezialisten, William Patry, wurden jetzt Informationen zugespielt, dass Gegenstand der Verhandlungen auch Zwangsfilter für Internet-Provider sein sollen. (Robert A.
