Der Begriff „Open Government Data“ (OGD) ist als Strategie eines Staates zur Öffnung von Regierungs- und Verwaltungsdaten zu verstehen. Dieser Strategie liegt die Idee von „Open Data“ zugrunde. Als offene Daten werden Datenbestände bezeichnet, die im Interesse der Allgemeinheit ohne Einschränkungen zur freien Nutzung, Verbreitung und Weiterverwendung frei zugänglich gemacht werden.
