Notwendiger Schutz oder reine Schikane? Mit ihrem Verhalten im NSA-Ausschuss hat die Regierung selbst ihre eigenen Mitarbeiter düpiert. Die Abgeordneten wollen das "perfide Vorgehen" nicht hinnehmen.
Gestern hat der NSA-Untersuchungsausschuss den früheren Präsidenten des BVerfG Hans-Jürgen Papier, den ehemaligen Verfassungsrichter Wolfgang Hoffmann-Riem sowie Matthias Bäcker von der Universität Mannheim als Sachverständige angehört.
Während das EU-Parlament Sanktionen gegen die USA diskutiert, zeigen bisher unveröffentlichte Dokumente, wie die Aufklärung des NSA-Skandals im EU-Ministerrat sabotiert wurde.

Arbeitet eine Zeitung wie der britische «Guardian» an Enthüllungen zu Geheimdiensten – wie jüngst mit Whistleblower Edward Snowden –, so stehen die Agenten bald in der Redaktion und wollen Computer in Fleischwölfe werfen. Der «Guardian»-Chefredaktor über die Schwierigkeit zu verstehen, wie die Überwachung funktioniert, die Ignoranz der parlamentarischen Aufsicht und CEOs voller blindem Vertrauen.
Der US-Auslandsgeheimdienst durchleuchtet Kommunikation großflächig und anlasslos. Auch deutsche Behörden sind nicht zimperlich. Es ist Zeit, über Maßnahmen gegen die Erosion der eigenen Privatsphäre nachzudenken.
Wer Internetkommunikation überwacht, vergeht sich an der Gesellschaft, denn Vertrauen ist grundlegend für jedes soziale Gebilde, mehr noch: Das Wertefundament des Westens schließt eine dauerhaft hohe Kontrolldichte von Menschen aus, weil sie ihnen die Wahl des Guten nimmt und sie dadurch zum Objekt macht.
Mir ist bewusst, dass das Interview, das die Bundeskanzlerin der »Zeit« gegeben hat, jetzt schon ein paar Tage alt ist und dass sie in der Zwischenzeit längst ein weiteres gegeben hat. Aber ich kann das alte, das aus der »Zeit«, noch nicht ganz fassen.
Die Selbstbestimmung über Daten, die uns vorhersagbar machen, droht rasant beseitigt zu werden. Die Datenausbeutung durch Ökonomie und Geheimdienste kann die Politik nicht länger ignorieren.
Die Phalanx der Abwiegler, Herunterspieler und Ungerührten formiert sich. Ist doch nicht schlimm, wenn die Geheimdienste uns überwachen, sagen sie. Dabei verkennen sie die Dimension dessen, was uns droht: Wer Daten abzweigt, kann sie auch manipulieren.
Nein, die Programme sind dazu da, der Idee einer Rasterfahndung eine völlig neue Volte zu geben. Prism und Tempora – und was es sonst noch in dieser Richtung in China, Russland oder sonst wo (Deutschland?) geben möge –, brauchen uns und unsere Datenspuren nur, um so Normalstrukturen des Webverkehrs und des digitalen Alltags kartieren zu können. Wir geben das Grundraster vor, in dem die Abweichungen auffällig werden.
Ein Staat, der seine eigenen Bürger oder die Bürger fremder Staaten systematisch überwacht, kann sich nicht zugleich als freiheitlicher Rechtsstaat begreifen.
Mit Prism und Tempora sind gigantische Überwachungsprogramme öffentlich geworden. Sie haben nichts zu verbergen? Schön für Sie. Ich schon: mein digitales Leben. Denn das kann ich selbst kaum rekonstruieren. Ein Streifzug durch meine privaten Postfächer und Accounts.
Dank den Hinweisen aus den USA seien in Deutschland Anschläge verhindert worden, sagt der Innenminister. Kritik an der Datenüberwachung durch den NSA sei unangebracht.
