Globalt ligger Norge i täten när det gäller digitala biblioteksresurser. Men nationalbibliotekarien Aslak Sira Myhre avfärdar varje tanke på att allt ska vara obegränsat och gratis. ”Det är helt fel.”
Det er en kjent sak fra offentlige debatter gjennom mange år at forlagene lenge har vært svært negative til å selge e-bøker til bibliotek for gratis utlån.
– Forlagene mener at gratis utlån av e-bøker fra bibliotekene vil ødelegge privatmarkedet for salg av e-bøker. Det er grunn til bekymring for hva som vil skje på sikt med hensyn til priser og øvrige vilkår, hvis forlagene får full kontroll over hele verdikjeden for e-bøker og etablerer et monopol for salg av e-bøker til bibliotekene, mener Hofset.
"Bokbamsen er til for å spre leselyst og styrke barns språkutvikling. Bokbamsetilbudet innebærer også et tilbud om gavebøker til småbarnsfamilier som bor i Øvre Eiker kommune. Bokbamsetilbudet kom igang fordi kommunen ønsket å fokusere på barns språk og bidra positivt til barns språkutvikling. Bokbamsen jobber derfor aktivt med lesing, bøker og språk. I Bokbamsetilbudet ligger det et stort ønske om å inspirere foreldre til å lese for barna sine."
"Berit Berg ble den første prosjektlederen. Noe av det første som ble gjort, var å sikre et nytt opptrykk av den lille bildeboka ”Bamse” av Grete Janus og Mogens Hertz, den samme som Markaryd hadde delt ut til sine yngste innbyggere. Boka var så gammel som fra 1968, og da forlaget, Cappelen, ikke lenger ønsket å trykke flere opplag, fikk Øvre Eiker kommune overta boka og figurerer nå som forlegger. "

Bokhylla.no vil gjøre de aller fleste bokutgivelser fra 1900 til 2000 gratis tilgjengelige via Internett. En ny avtale mellom Nasjonalbiblioteket og Kopinor signeres i kveld. Nasjonalbibliotekar Vigdis Moe Skarstein er fornøyd med den nye avtalen som sikrer leserne tilgang på 250 000 norske bøker

Tord Höivik i sin blogg Plinius om Bokhylla.no, sept 2009: "Den største trusselen mot dagens folkebibliotek kommer ikke fra leseplaten, men fra Nasjonalbiblioteket. Leseplaten gir riktignok god lesekvalitet uten papir. Men det er Nasjonalbiblioteket – i tett samarbeid med forlag og forfattere – som vil fylle platene med innhold. Bokhylla.no er et prøveprosjekt. Men visjonen bak er NB som allmenn tekstleverandør – rett fra Rana til plate og publikum. Da framstår folkebiblioteket som en unødig omvei."
Norge er gjennom EØS-avtalen bundet til EUs regler for opphavsrett, noe som kan gjøre det vanskelig å gi bibliotekene fri rett til e-bokutlån. For øvrig må partene bli enige om en lisensordning - skal bøkene kjøpes av bibliotekene eller leies for et par år av gangen? Hjorthen understreker også at det er viktig for dem å unngå en karantenetid på nye bøker, som de har i Sverige.
NBF kunne ikke akseptere forleggerforeningens krav om at bare enkeltbibliotek skal kunne kjøpe inn og låne ut e-bøker, og mener dette ville vært et tilbakesteg i forhold til dagens praksis.
"Noe helt nytt ved den foreliggende avtalen er at bibliotek tillates å gå sammen i såkalte «konsortier» og kjøpe inn til en felles samling, slik at også små bibliotek kan få tilgang til «smale» titler som de ellers ikke ville kunne prioritere. Dette må oppfattes som forleggernes mottrekk til behovet for fjernlån, noe de fortsatt avviser. "
