Mit der Europäischen Bürgerinitiative (EBI) kommt in der EU erstmals ein Element direkter Demokratie zum Einsatz. In rund einem Jahr können europaweit gut vernetzte Bürgerorganisationen erstmals Gesetzesvorschläge bei der EU-Kommission einreichen. Nach der Zustimmung des EU-Parlaments und der Umsetzung in den 27 EU-Staaten steht die Initiative voraussichtlich Ende 2011 oder Anfang 2012 zur Verfügung. Das Parlament nahm den Entwurf für die Verordnung mit 628 Stimmen bei 15 Gegenstimmen und 24 Enthaltungen an. Die Mitgliedsstaaten haben nach Veröffentlichung im EU-Amtsblatt ein Jahr Zeit, die Verordnung in nationales Recht umzusetzen. Ursprünglich wollte die EU-Kommission hohe Schwellen festsetzen, darunter mindestens 300.000 Unterschriften aus neun EU-Staaten zur Einreichung einer solchen Bürgerinitiative.

Anders als von einigen vermutet, handelt es sich bei der Protestbewegung mitnichten um ein Volksbegehren gegen etablierte Parteien oder einzelne Systemfehler. Movimiento 15-M und Democracia real ya! sind längst zum Symbol für einen grundlegenden Wandel in Politik, Wirtschaft und Gesellschaft geworden.
