EU-Wettbewerbskommissarin Neelie Kroes hat in sich ihrer Rede vor dem OpenForum Europe in Brüssel am heutigen Dienstag für offene Standards ausgesprochen. "Ich erkenne eine kluge Geschäftsentscheidung, wenn ich eine sehe", sagte Kroes, "und sich für offene Standards zu entscheiden ist tatsächlich eine sehr kluge Entscheidung". Niemand solle durch eine Regierung gezwungen werden, auf geschlossene Technologien zu setzen. Die EU-Kommission werde ihren Teil dazu beitragen, die Verwendung offener Standards zu fördern. Interoperabilität sei ein wichtiges Ziel, zu dessen Erreichen offene Standards wesentlich beitragen könnten. "Standards sind das Fundament der Interoperabilität".
Seit den 80er-Jahren werden mit dem so genannten "Rapid Prototyping" einfache Prototypen für die Industrieproduktion hergestellt. Dabei werden Objekte so aufgebaut, dass ein computergesteuerter Laserstrahl anhand der 3D-Objektdaten Kunstharze oder Stahlpulver Schicht für Schicht erhärtet. Das Objekt wächst gewissermaßen in der Maschine heran. Inzwischen ist die RP-Technik so weit fortgeschritten, dass man bereits Endprodukte damit fertigen kann – die Rede ist inzwischen immer häufiger vom "Rapid Manufacturing". Der Weltmarkt für Maschinen und Dienstleistungen ist mit einem Volumen von 1,1 Millarden Dollar allerdings immer noch bescheiden.
Vor einem Jahrzehnt verfasste der Futurologe David Brin sein Sachbuch über die "transparente Gesellschaft". Experten stellten die Thesen des oft mit George Orwells "1984" verglichenen Werks rund um die digitale Durchsichtigkeit und das Ende der Privatsphäre nun während der Konferenz "Computers, Freedom, and Privacy 2008" (CFP) in New Haven (US-Bundesstaat Connecticut) auf den Prüfstand. Teils lobten sie dabei die Weitsicht des Autors, der den Versuch der Kontrolle personenbezogener Daten in der vernetzten Welt als Idee von gestern abtat und Privatheit als reine Geschmacksnote und soziale Erwartung charakterisiert hat. Teils warfen sie Brin aber auch eine Vermischung verschiedener Vorstellungen von Transparenz vor und verteidigten das Konzept des Datenschutzes.
EU-Medienkommissarin Viviane Reding hat den Umriss für eine "Content Online"-Strategie veröffentlicht. Mit der entsprechenden Mitteilung (PDF-Datei) über "kreative Online-Inhalte im Binnenmarkt" will die Luxemburgerin eine konkrete Empfehlung für die Schaffung einer Plattform für Online-Inhalte vorbereiten. Deren Ziel soll die "Entwicklung innovativer Geschäftsmodelle und die grenzüberschreitende Bereitstellung verschiedener Dienste für kreative Online-Inhalte fördern". Gleichzeitig soll ein "robuster Schutz von Urheberrechten" gewährleistet werden. Lizenzen sollen leichter für mehrere oder alle EU-Mitgliedsstaaten erhältlich sein.
Reding selbst will es allen Recht machten, tendiert letztlich aber doch für eine Stärkung der Position der Rechteinhaber. "Wir müssen uns entscheiden in Europa", erklärte die Kommissarin, ohne aber Zweifel an der einzuschlagenden Richtung und damit überhaupt echte Optionen offen zu lassen. "Wollen wir eine starke Musik-, Film- und Spiele-Industrie?", fragte sie rhetorisch und lieferte die Antwort mit ihrem Ansatz gleich hinterher: "Dann sollten wir der Industrie Rechtssicherheit verschaffen, den Urhebern eine angemessene Entlohnung und den Verbrauchern breiten Zugang zu einem reichen Angebot von Online-Inhalten." Im Rahmen einer öffentlichen Konsultation, deren Fragen im Anhang der Empfehlung zu finden sind, sollen aber auch alle interessierten Netzbürger und Interessensgruppen noch ihre Meinung abgeben dürfen. Innovationsfeld im Rahmenprogramm "Mikrosysteme" (2004-2009) des Bundesministeriums für Bildung und Forschung
Unter dem Namen “Ambient Assisted Living” entwickeln derzeit mehrere europäische Länder ein neues Förderprogramm für Europa, dessen erste Ausschreibungen für 2008 erwartet werden.
Zielsetzung des Programms „Ambient Assisted Living“ ist es, europäische Projekte zu fördern, deren Ergebnisse es vor allem älteren Menschen ermöglichen, ein lange selbst bestimmtes Leben in den eigenen vier Wänden zu führen.
In Deutschland ist das Bundesministerium für Bildung und Forschung (BMBF) über das Referat Mikrosystemtechnik federführend an dieser Initiative beteiligt. Das Ministerium wird dabei aktiv von der VDI/VDE Innovation + Technik GmbH unterstützt.
