    Doctors, lecturers, students, trade unions and other groups in Sri Lanka have called on the government to close down the country’s first private medical university and to stop the establishment of other private medical institutions – a move that could have implications for international providers planning to set up branch campuses. The call came in the wake of a debate in Sri Lanka’s parliament last weekend on the South Asia Institute of Technology and Medicine, commonly known as Malabe Private Medical College. The medical college is a branch of a Russian university and is located in Malabe, close to the country's largest city, Colombo. The college will confer Nizhny Novgorod State Medical Academy degrees.

        Medical doctors, students and unions have been demonstrating against a Sri Lanka Health Ministry decision to allow students from a new private medical college to receive clinical training at government hospitals, which could pave the way for more private institutions to benefit from the public health system. On one occasion last week the protests turned violent. The ministry’s decision came after a group of students at Malabe Private Medical College, situated in a suburb of the capital Colombo, filed a fundamental rights petition in the Supreme Court asking for clinical training at government hospitals from which they had previously been barred due to heavy pressure from state university students unions. Students unions, along with doctors, public university lecturers and trade unions called on the government to close down the private college and stop higher education privatisation, and took to the streets in a number of protests. On 21 October, more than 5,000 students from universities all over the country launched a massive protest march. The students, wielding placards and shouting slogans, tried to reach the parliamentary complex in the capital, considered a high security zone. However, anti-riot police fired tear gas and used water cannons to stop the march before it reached parliament, resulting in 12 students being hospitalised, two of them with broken legs. The previous week, on 13 October, the doctors' trade union held a protest march and demanded that the government take over the private college.           The President has decided to appoint a committee of experts to consult on issues surrounding private medical colleges. President Maithripala Sirisena will consider all the recommendations made by this committee of experts, when solving the private medical college issue. The announcement was made following a special discussion that took place between the Government Medical Officers Association and the Sri Lanka Dental Association at the President’s Official residence on Saturday morning. Representatives of the GMOA had made extensive presentations to the President on the issues surrounding SAITM. The Government Medical Officers Association and the Sri Lanka Dental Association also presented two sets of proposals to the president, to be taken into consideration when solving the matter. The president who considered views and opinions expressed from both parties, had noted that the proposals and recommendations made by experts from all other spheres will also be taken in to consideration when solving this issue. All recommendations and proposals would be directed to the expert committee appointed by the President and the president would make a final decision, based on the recommendations reached by the committee. Heads of the GMOA Dr. Anurudhdha Padeniua and Head of the Sri Lanka Dental Association Dr. Ananda Rathnayake led their delegations to this meeting with the President. The GMOA called on the President to issue a gazette which secured the minimum standards required for such a programme. The Government Medical Officers Association convening a media briefing today, following their meeting with the President,the GMOA said that the President took in to account the requests and said that the opinions of all parties is required.

            Comeback of for-profit medical schools brings questions of reputation, quality of education After nearly a century of dormancy, for-profit medical schools are making a return in the United States. A recent paper by University researchers analyzed the history, reappearance and possible effects that these schools could have on medical education. Though at one time for-profit medical schools existed in the United States, this changed with the publishing of Abraham Flexner’s 1910 report on the state of these schools, according to the paper. There were numerous critiques of these schools in Flexner’s report, particularly of the standards, requirements, teaching and students’ clinical and research exposure. The report led to a renovation of medical teaching and the subsequent disappearance of for-profit institutions. The medical education system accepted nearly all students who could afford to pay tuition prior to 1910, Gruppuso said. “There was no standardized set of requirements for medical schools, and it was creating a real crisis in terms of quality for medical care.” In 1996, the court case United States v. American Bar Association made it possible for for-profit law schools to be established, according to the paper. Though the Liaison Committee on Medical Education had previously been opposed to for-profit medical schools, they slowly began to change their opinions after the court case and eventually allowed for for-profit medical schools to be established in 2013. According to the paper, a number of investor-owned schools, such as the Rocky Vista University College of Osteopathic Medicine, have been accredited, and more have received preliminary and provisional accreditation.               The Pt B D Sharma University of Health Sciences, Rohtak will also conduct combined counselling on the basis of merit of National Eligibility and Entrance Test NEET PG 2017. The Haryana government on March 28 announced that no private medical or dental college, including those under private or deemed university, are authorised to carry out their own counselling for admission to post graduate courses. The NEET post graduate admissions will be conducted in both undergraduate and postgraduate courses have to be done on the basis of NEET scores. Among ranked private schools in the 2018 Best Medical Schools research and primary care rankings, the cost of tuition and fees for the 2016-2017 school year ranges from $32,663 per year at Baylor College of Medicine to $63,890 per year at the Columbia University College of Physicians and Surgeons. At the 10 least expensive ranked private medical schools, tuition and fees for the 2016-2017 school year were slightly more than $43,700 on average compared with the typical price at a private medical school, which was nearly $53,900 annually.                   The future of thousands of medical students may hang in the balance, as the Medical Council of India (MCI) has started taking action against private medical colleges. These colleges are believed to have illegally admitted students in Under Graduate Courses by ignoring the National Eligibility-cum-Entrance Test (NEET). Students must pass this test before they can gain admission to any medical college. Keeping a tab on the admission process to ensure that all admissions were being done through clearing NEET, the MCI has recently issued a discharge notice of at least 36 students admitted in Ponnaiyah Ramajayam Institute of Medical Sciences, Manamai-Nellur, Tamil Nadu. The students did not appear for the NEET exam but still were given admission in the college. “Our monitoring committee is keeping a strict vigil on admissions in all the medical colleges. We haven’t yet found out the exact numbers of students who were admitted without appearing in NEET. But we are aware that there are several medical colleges who have provided back door admissions by ignoring the NEET exam. Such admissions will not be considered,” said Dr Jayshree Mehta, President, MCI. Similarly, the Dental Council of India (DCI) is also scrutinizing admissions in dental colleges. “It has come to our notice that in states such as Rajasthan and Madhya Pradesh some dental colleges have taken students without NEET. We are under a process of scrutinizing the list of admissions. We will take appropriate action against the erring colleges once we find out the exact number of students admitted illegally,” said Dr A K Chandna, member, DCI. Through NEET, the government is aiming to bring in more transparency in the admission process and curb the practice of capitation fee charged by private colleges.
